The Blue Compass

  • Climate
  • Water

What was the question?

Water management is undergoing radical change: climate change and more extreme weather conditions are making the issues more complex and less predictable. At the Limburg Water Board, existing working methods no longer provided sufficient guidance.

What have we done?

There was a need for a collaborative way of working that would help staff and partners to make sound judgements even in times of uncertainty, both within and outside the organisation. Through an intensive co-creation process, staff translated the ‘Living with Water’ strategy into guiding principles for day-to-day practice.

What were the results?

Together with local authorities and local partners, we developed the principles of the Blue Compass into a shared framework for action aimed at area-based cooperation, which is now widely supported both within and outside the organisation.

The water transition requires more than just technology and policy. Only when landowners, the water board and local partners take joint responsibility will real progress be made.

The challenge lay not in formulating a strategy, but in translating it into action. The Blue Compass therefore does not provide fixed solutions, but rather a shared language and set of principles that enable people to make sound judgements for themselves. To bring this approach to life, we designed an interactive experience space during the Festival of the Future.
