What was the question?

Since the 2015 Participation Act came into force, there have been no new admissions to sheltered employment schemes. The WSD Group and nine municipalities in Brabant had to revitalise their existing approach; the changes call for deeper cooperation between municipalities, employers and the WSD. The key question is: how can we work together to build an ecosystem in which everyone can participate sustainably to the best of their ability?

What have we done?

Yellowchess introduced a design approach that enables insights to be gained quickly and ideas to be translated into targeted experiments. With a core team of councillors and civil servants from all nine local authorities, we work on the strategy on a monthly basis.

What were the results?

Five revitalisation themes have been identified and prioritised on the basis of provision, target groups, visibility, regulations and collaboration. Local authorities are taking ownership of each theme and carrying out trials, the insights from which are widely shared.

Everyone deserves a place in society. But how do you organise this in a sustainable way when laws and regulations are changing, target groups are shifting, and nine local authorities are each charting their own course?

This is, par excellence, a systemic issue: many stakeholders, differing interests, long lead times and a target group that is rarely represented at the table itself. The challenge was to generate tangible progress within that complexity. Yellowchess introduced structure and scope for collaborative course correction: a three-year programme with a fixed monthly schedule. The customer journey serves as the central tool and highlights where customers get stuck.
